I have a W31 motor that I'm in the process of putting in my Rallye 350. I have recently learned that these came with special harmonic balancer's. I do not have this "HB" Is it possible to run a stock "HB" and what would be the consequence?

it makes me wonder if the 350 diesel damper would be useful here.

It's quite possible that the 350 diesel has the same crank snout dimension as the gas 350.,. but why bother with a cast unit, when a new SFI steel fluid damper can be had for $109.99 from KMJ Performance.
