there are several ways to remove the wiper arms from the shafts that stick through the cowl panel..

you can lift the arm slightly and pull the little tab out.. release the arm.. and the entire arm is free to slide off...

normally.. i set the arms so the blades are about 3 inches up from the lower part of the glass... ..

you do understand.. that you can turn the wiper onto low speed... and stop them by turning off the key... if you time it right... you can stop them at the top of their stroke...  and reset them... to reach the drivers side of the windshield..

when you are done with the left one.. you can reset the right side to match the height with the wipers parked...

any windshield / auto glass shop can help... as they have to take the wipers off of every car they put new windshields in.. so they know just where to set them...

there is a chance the pivot bushings have worn away.. they are replaceable.. available at most parts stores..  please disconnect the battery before trying to replace the bushings...  the motors are unforgiving.. if you accidently trigger it.. it will remove fingers or hands..

here is a picture of the bushings... the assortment looks like this...

the lower left 2 with a single tab on them are the correct ones for dodge..    49447 is the part number from help...

are they going too far up or too far down.???

Someone has probably installed wiper blades that are too large for your truck. Check the application list, or just try shorter ones. This messed with me once, too. Try 13 inchers thats pretty short

make sure what you have is right first before making adjustments.

Not to many D-100's when I was over with the classic truck books. Would be a nice change of pace to see a mix of new Dodge trucks.
