454 lifters drain

I'm trying to find out if the lifters on a Chevy 454 drain of oil when the engine is shutt off.
I'm in the process of dis-assembling a 1988 454 that another mechanic assembled incorrectly. The other mechanic never got the engine to run.
In the process I noticed that there was no oil in the lifters (oil pump is ok).
I assumed he installed the lifters without immersing them in oil and pumping them up before installing them.
However, the other mechanic told my friend that these lifters drain out when the engine is off, something I've never heard of.
I asked a retired Oldsmobile mechanic (friend) the same question. He didn't know about Chevys, but said he thought Olds engines drained down at least a little, because the rocker arms would all appear even.
As I recall, there is no adjustment on Oldsmobile hydraulic lifter valves (I had a 69 442 years ago), but Chevy does have an adjustment of course.
Do Chevy hydraulic lifters drain out when shut down, or was that mechanic wrong?
Thanks for your help.

Yes hydraulic lifters will bleed down.

Thanks for your reply.
I know they'll bleed down over time, but the other mechanic says immediately, in minutes they'll be empty so the valves will close.
Last week I installed a head on a different 454 and adjusted the valves to zero lash cold.
Even though the motor hadn't run in months, the lifters were still pumped up.

soaking hydraulic lifters doesnt make a bit of difference,  I only soak them if the engine I am building wont be ran for a long time, But when I build one and dyno it(which is almost everything unless I dont have a bell housing) I dont soak lifters unless they are rollers so I can get oil into the needle bearing,  I dont soak hydraulic flat tappet lifters because I prelube the engine for a while before the distributor ever gets dropped in.
