i have a 89 jeep cherokee new master new brakes booster holds vacuum
but when i stomp on the brake thay wont lock up peddle is hard

a little more info. what size tires ? have the pads and/or shoes been replaced recently ? new or resurfaced rotors and drums ? if so it may be a simple cast of the lining being heat glazed, this will give a hard be ineffective pedel.
