Rocker Arm and Valve problem

I'm in need of some serious information. Seems like everything that I'm trying to put onto my heads I'm runing into a problem. Here's the first problem :
Builder said that the valves for the heads are a 1000th of an inch to short with the new cam and springs. The cam is a :
Comp Cam 224-4 (cam and lifter set)
So the builder went out and bought longer valves. Did this have to be done??
If it did then ok problem solved. The next big problem where I need the serious information is on the rocker arms. I bought a set of Harland Sharp 1.50 rocker arms. The builder is telling me that the hex nut is bottoming out on the nut part of the screw in stud. He can't tighten the rockers all the way. He's telling me that there is a good 1/4 of an inch that needs to be tighten yet. He says the heads have to come off and be machined down. There is nothing in Jeg's, Summit, or even Harland's website saying this must be done. The only thing they mention is that the rockers won't fit bottle neck studs and that you need straight studs.
Can someone please explain why I'm having so many problems?!?!?!?!

Frist what type of engine is it pontiac,buick,Etc. Did the heads have screw in studs already or were they drilled for screw in studs.

im not a pontiac guy, but like on a SBC, the rocker arm stud boss has to be milled down to use screw in studs with the nut, oldsmobile dont, im thinking that your do, and your valves being .001" to short, retarded, if you have them rebuilt, cutting the seats will bring the installed height of the valve up a little bit, even with a thou to short, and you have adjustable rockers now, i would run it, are your pushrods the right length, that might be the rocker arm problem, get an adjustable pushrod and find out what length you need
