probably everyone has thrown some bleach on tires and completly smoke two city blocks at one time or another. Has anyone ever rigged up some bleach lines to spray the skins at the flick of a switch?

yes... but you really need to have a spring loaded check valve usually ball type so the siphon effect does not drain all the liquid onto the tires during your run.. or while driving.. not good for traction....
residual pressure valves for the brake system might work... if you really intend on this..
the only way to get around this is to drill the wheel tubs inside the trunk.. close to the top... put your sprayer nozzles there .. spraying the top of the tire.. and the tank and pump on the floor of the trunk... so it will be below the nozzle height..
be sure to get videos of it... and use a thin coat of petroleum jelly on the areas where tire rubber might be thrown onto.. stops it from sticking...

I don't know how it would work, but I always wanted to do this with a windshield washer pump and sprayers. I though it would be cool if you could do 2 systems, the first being bleach and the second being a traction aid. One for showing off, the other for work

Production has already begun! i snagged a brand new washer pump for 12 bucks! i have a washer fluid tank so its pretty much just running hoses to the wheels wells now. Im just running a no bull circuit with a toggle switch to turn it on off. no need for a fancy wire job.Ive got the wires all hooked up and the pump runs. this is really going to get me in trouble but I dont care. when the fuzz shows im sure ill have a good enough smoke screen to slip into the night.
