As of now any vehicle 1995 or under has to Pass Emissions anymore.  Not only that but you can run what ever you want for a drive train. You can have a 94 Cavelier with a 454 with headers straitpipes, no computer, no air pump, no cats!!

As long as it passes safety, and obvious sound limits your in the clear.
