With that budget a manual car won't be all that easy to come by. Late second gen cars with manuals could only be had with the 305 ( whopping 145 horsepower) and are somewhat rare. 80's manual cars are mostly 6's or 305's, for most years the 350 could only be ordered with the automatic. You could find an early 4th gen for that kind of money, but it'll probably have some miles on her. And they look like the burnt end of a cigar IMO. If you're dead set on one, i'd buy a 6 cylinder car then switch everything over to a v8 and heavier duty manual tranny. That way you can use the linkage and stuff. A third Gen IROC should not be too tough to find in a manual. I saw a couple here in MD for sale for about $2,500. You just have to look. Hurst made shifters for all GM performance coups. I know for a fact they make one for the 3rd gen 5-speed. Good luck!
