Write to the CA Gov, even if your not from CA. This could happen in your state. Stop it where it starts. I email him and here is what I wrote reguarding AB02683-(when you choose subject, it is the only smog one on the list)


I am with Jay Leno on this matter, this bill will affect jobs in So Cal. With the current smog exemption, you are now able to put new engines from the dealer at an affordable rate for your car that is mostly used on weekends. Example of this is check with any Ford, Mopar or Chevy dealer and see how many less GT-40, 360 Magnum or ZZ-4 engines and installations will be sold if this bill passes. The aftermarket new engine sales are booming, and this bill will kill that. Doug Herbert and PAW are also booming in engine sales and are CA based. Second the value of these older cars are going up due to less expense and hassle when doing an engine swap so a new engine is now affordable rather than a rebuilt one with all the missing smog parts to replace. I urge you to veto this bill and have a long talk with the writer of the bill, if you eliminated smog credits to gross polluting industries, you would eliminate a lot more smog than this bill proposes. Enjoy it while you can, they have been pushing for a all the states to have a smog program for years. It use to be you bought a 49 state car, now all the cars have smog. Why do car manufactures give you something on a car you are willing to take off? They would save millions if they still made 49 state cars and only smog cars for California. They are forced to do it by the feds so that it makes it easier to pass smog laws in each states that does not have smog program.
