i want to put a 10 point roll cage in my nova i want to know how to weld the tubing all the way around is there a special way to do this

TIG is the best way considering that you have 100% pentration on the welds if done properly.

I am not sure if you are asking how to weld it because of its location or which type of process to use.
 I would recommend a mig welder only because of its ease of use,a tig welder is as stated in the other post the best process to use,but, it is sometimes difficult for a new welder to master due to its mechanics,you have a torch in one hand, filler wire in the other, and a foot pedal to control your heat, and when you have to weld in an awkward position it can be very difficult.
 The mig process is just point and shoot,you are able to tack pieces together by yourself and if you use an auto darkening helmet you can see out of it when you are not welding and it will automatically darken when you strike an arc,so for instance you can check your level,tack your piece,and check your level again without ever changing your position.
 Now with that said if you are asking how to weld it because of its position I am assuming you are talking about the bars that are close to the roof of the car,if you install your main hoop and tack it into position then install your halo hoop(the one that goes from the main to the windshield)and tack it into position now if the fit is what you want cut the tacks loose from the main hoop and either take it out of the car and weld it or just lean it down and weld the top,afterwards put it back to its original tacks ,re-tack it,check its alignment,and weld it out.
 The bars that go straight back and the rear x-bars are able to be welded in position as their angle allows you access,all other bars are out in the open.....kinda.

do i do the same with the a pillar bars the ones that run from the upper halo to the floor i was going to use a tig welder but i burnt the board in it so mig welding is next i went to school for welding so i shouldnt have any problems ive just never done a roll cage

The A- pillar bars the weld will be on the bottom/front of the halo bar so it should not be that big an issue other than the pillar will be in the way somewhat,you will probably have to remove the windshield.
 When I built my cage I did not use a "kit" I had a chassis shop bend the bars that needed bent to patterns that I made out of 3/4" conduit,so my A-pillar bars go all the way to the main hoop with just a straight piece of pipe between them at the windshield,this is the way the chassis shop recommended it be done.
 I did not mean to sound like you could not weld if I did,I am a pipe welder by trade, stick certified on carbon steel and tig certified on stainless so I may go a little overboard on my welding explanations or advise.

What I did on my chevy 2 wagon is after I fitted the forward kickers to the frame rails I then fitted the A piller bar to height with the kicker tacked into place then I fitted the halo bar and tack welded it with a healthy tack to the halo bar followed by cutting loose the kicker dropping it down far enough to weld the top portion of the bar and just simply a matter of jacking the whole thing into place and zapping it te rest of the way together. One thing though is you probably want to prime and paint it first.  Also from the prior person that posted take the wind shield out good advice!

You should also tack the whole thing together and check the door bars and halo height with you in the driver's seat. Once thats good, break the tacks on the bottom of the front a-pillar bars, the halo to main hoop weld a pillar to halo, then break tacks for main hoop and rear struts, weld struts to main hoop. Reposition every thing and weld halo to main hoop, rear struts to trunk floor plates, Main hoop to floor and a-pillar bottoms to floor. Put door bars in last or you will have to climb over them to weld. Position seat crossbar and weld then install the two main hoop supports to the subframe connectors and the main hoop.
