Are the shoes fully retracted (adjusted down)?

What kind of vehicle? Front or rear wheel?

Typically I use a decent size hammer and tap around the backside of the drum but in extreme cases I've used a propane torch (non-cutting torch) to heat the drum and then pound on it and some cases I've used an air-hammer to vibrate the *** out of it and knock it off.
